How to add a blank page to a PDF

The last one is also how you force every chapter to open on a right-hand page in a bound document. Add a blank after each odd-length section and the recto/verso alignment holds for the rest of the book.
Why the blank page matches its neighbour
A PDF can mix page sizes freely, and plenty do: a Letter report with one A3 foldout, or a scanned bundle where every page came off a different device. Inserting a fixed A4 blank into that means the printer either switches tray or scales the sheet, and you find out at the printer rather than on screen. Matching the neighbour keeps the inserted page invisible in the page setup. If the document really should be uniform, resize the pages first and then insert.
For the opposite jobs, delete pages removes them, the page organiser reorders and rotates, and merge PDF joins whole files.
