Why does my US Letter document have odd margins on A4?

The two sizes have different proportions — Letter is wider and shorter than A4. Fitting the whole page adds a small band top and bottom; filling the sheet crops the sides. There is no scaling that avoids both, which is why the choice is explicit.

Will resizing reduce quality?

No. Pages are embedded as vector form objects and scaled mathematically, so text and line art stay sharp. Embedded photographs keep their original pixel data and are simply drawn at a different size, exactly as they would be when printed at a different scale.
