Why WebP rather than GIF?

GIF caps at 256 colours per frame and compresses with an algorithm from the 1980s, so a few seconds of video becomes several megabytes and looks banded. Animated WebP keeps full colour and uses modern compression. The only reason to still choose GIF is a platform that will not accept anything else.

Is there sound?

No. WebP is an image format — it carries frames, not audio. If you need sound, the clip should stay a video.
