No. The document is parsed and converted by JavaScript running in this tab. It never touches the network, which you can confirm in your browser's network panel.

What resolution should I pick?

PDF pages are defined at 72 points per inch, so the scale multiplies that directly: 2× gives 144 DPI which is right for screens and email, and 4× gives 288 DPI which is close to print quality. Above 4× the memory cost rises sharply for very little visible gain.
