Why do cheques require the amount in words?

Because digits are easy to alter — a 1 becomes a 7 with one stroke — while altering written words convincingly is far harder. Where the two disagree, most banking rules treat the written amount as authoritative.

Does English use the short or long scale?

The short scale, where a billion is a thousand million. Much of continental Europe uses the long scale, where a billion is a million million — a factor of a thousand apart, which is why financial translations state the scale explicitly.
