How is upside-down text made?

By substituting each letter for a different Unicode character that happens to resemble it rotated — "a" becomes ɐ, a Latin turned a. It is not a font or a transformation; it is a different set of characters that look similar.

Will it work everywhere?

Anywhere that renders Unicode, which is most places. But screen readers announce the underlying characters, so the text is meaningless to anyone listening rather than looking — worth avoiding for anything that needs to be read by everyone.
