Is this one TIFF or one per page?

One. TIFF holds a chain of image directories, so a 40-page PDF becomes a single 40-page TIFF — which is what archives, fax systems and scanning workflows expect. Loose files per page defeats the point of choosing TIFF.

Why is the file still large?

A TIFF holds full RGB pixels for every page — there is no page description underneath as in a PDF. Deflate compression is on by default and typically shrinks a document page by around ten times; turning it off produces strict baseline TIFF, which is roughly 6 MB per A4 page at 144 DPI. If size matters more than the format, PNG is lossless and smaller still.
