Exact pins every line to the position it held in the PDF, so the document opens looking like the original and each line is its own positioned block. Flowing throws that geometry away and rebuilds paragraphs and tables, so text rewraps naturally as you type but the layout is an approximation. Anything the PDF draws as vector artwork — rules, table borders, logos, charts — has no equivalent that Word can hold as an editable shape, so it is not carried over. Photographs and other raster images are. The conversion tells you how many drawing operations were left behind rather than letting you discover it later.

The font is matched to the closest one Word is likely to have installed, and the size, weight, slant, colour and per-character spacing are preserved so lines still occupy the width they did in the PDF. The embedded font file itself is not extracted, so a document using an unusual typeface will render in a substitute.
