Why does the same emoji look different on other devices?

Because the standard defines the meaning, not the drawing. Apple, Google, Microsoft and Samsung each design their own, and some have differed enough to change the message — the notorious case being the pistol emoji, which is a water pistol on every major platform now but was not always.

Do emoji count as one character?

Visually yes, but in storage rarely. Most emoji occupy four bytes in UTF-8, and a family or a flag is several joined code points — which is why an emoji can consume a dozen characters of a database column sized in bytes.
