Why does my browser claim to be Safari and Chrome at once?

The user-agent string is decades of compatibility cruft. Chrome still says "Safari" and "Mozilla" because sites once sniffed for those tokens, and removing them broke pages. This is exactly why feature detection is checked directly here rather than inferred from the string.

Can a website really see all of this?

Yes, and more. Language, time zone, screen size, GPU string and the list of supported features together form a fingerprint that is often unique — no cookie required. That is the case for narrowing what sites can read, not a flaw in this page.

Why does a feature show as unsupported when the docs say it exists?

Several APIs are only exposed in secure contexts (HTTPS), behind a permission, or after a user gesture. SharedArrayBuffer additionally needs cross-origin isolation headers, so a page without them reports it missing even on a browser that implements it.
